If you want Mafia II for the PC just get your ass up and go to the store and buy it. That way Steam isn't making anything off the sale (at least not as far as I know anyway). I still think we should just have a "Road Drawing Tool". It's simple, it's basic, and it lets the players build roads where they want. A AI work crew comes from each city working until they meet in the middle and then they go back to their respective cities. No need to build a specialized unit, no nothing. In order for Impulse to stay in dependant of and in competition of Steam, Impulse needs to have titles and game makers making games that are Exclusive to Impulse or that can be found for a Cheaper Price then their Steam counterparts. If Impulse can't do that then it will fail as a download service and people will end up using Steam or Direct2Drive. If it can't be competitive there's no reason for it to exist. Frogboy knows this, and hence you won't see Stardock games sold on Steam, ever.

I think the best way to make them useful in human vs human games would be to allow the player with the most Diplomacy Points to use them to affect the costs and consumption of resources in the game. Making buildings and items cheaper for him and his allies but making cost more for any players not allied with him. It's a pretty simple modifier to put in actually.
