To be honest, I haven't really touched campaign, but I'm guessing the low HP totals are due to them being level 1. Have them participate in a bunch of battles against weak mooks and survive, and they should level and gain higher max HP totals. At least, that's how it works in normal games.

The theoretical reason to have a single overpowering city would be that almost all buildings work on % multipliers. Thus, the more resources you can get under a single city's belt, the larger an effect those multipliers have. That said, in practice it's simply faster to build cities all over the place as your food allows, because you'll end up with a huge income either way.

How much do they cost? Seems like it might be a bit hard to scrounge up the cash that early unless you're aggressively hunting goodie huts.

If you're starved for cash, the Quest line of tech will spawn tons of goodie huts and you can often get quite a bit of gold out of them. And yes, I very frequently pick non-gildar options when leveling towns, as 1 * 1.2 gildar is nowhere near as useful as, say, 10 arcane research * 1.2. It's all about specializing your cities. I actually wish there were more city level up options.. the current ones are nice, but rather limited.

I would like to mention that I just had this occur to me for the second time. I am beginning to think this is actually some sort of problem with one of the techs not giving you its notable location level when it is supposed to, because I have maxed the adventure tree (again) and my notable level is still sitting at 4.

I discovered pretty early on that you can get a twelve-stack of these for about the price of a mid/high level weapon for a single champion. The only real barrier is tech, since resources are so abundant. Build that 2 more times and you've got roughly 3000+ combat capability. *goes off to stomp on all the other countries*

I had this problem as well. My super-crashprone overlarge-cities map has me maxed on nearly every tree, including max adventuring. My "noable location level" was still 4, however.

Step 1: Get near to the cap on tiles with improvements built on. Ideally, 3 or less tiles left. Step 2: "Absorb" a nearby improvement into your city. This counts, for some strange reason, as tiles with stuff built on them for your city. This will most likely drop your available tiles by 4 - bringing you BELOW 0, to a negative number of available tiles. At this point, you will be able to build as many improvements as you like. The cap is gone. Note that your city's fence will most like
