I always envisioned the death terrein as not so much barren as just wierd and a wee bit distrubing... the rivers appear to be some form of blood as opposed to lava, the ground is likely covered in a type of non-green plant life, et cetera.

I prefer a city number somewhere between 10 and 30.... in addition to heros I am using for spying and combat, and with a hefty overhead for heroes that are not good governors.

Just how common are heros going to be? This system would only really work if they were extremely prolific ..... and who or what decides the hero's governing value?
The problem I forsee is when they cost less than or equal to, say, a peasant with a stick. That peasant could be duplicated into a hrode as well, but that horde will rout and the zombies wouldn't. Thus zombies become superior to pretty much any "mob" unit, and since even the best hero has his/her upper limit they are a very cheap way of beating elites as well (since a regular horde or a comparably-powered hero would take more time to make in an effective number.

It's like drafting a horde of peasants to do your dirty work, but you don't have to worry about finding new farme
