It used to be one of the free world resources the AI got close to its starting location on very high difficulties. In those games it wasn't difficult at all to find some.

Yes, the stormworld champions are examples of that. They all go into a shared pool from which the game randomly selects champions when it decides to place one on the map.

Sounds like you had a blast! It is not a Stormworld issue that pedestrians are missing from the tent mod. I will put a huge nerf on the scrap golems next release, I didn't really plan for the player to reach such high levels. Right now they have Tough (+3 hit points per level) and they continue to gain stuff per level up to level 20. I will remove the tough and stop them from gaining anything after level 15 (except normal level bonuses).
If a monster moves into an adjacent tile, or if your unit does, the path gets cancelled currently. I'm not sure of the details when this gets activated, but it's there.
Generally any unittype that has this Gfx\HKB\Units\K_Male_Skeleton_01.hkb can be turned into a champion safely with a few modifications. Other than that, you'll run into a lot of problems with equipment, graphics and animations. Stormworld solved this by making a lot of stuff half-human, like the Centaurs and the Drota. There is another option though, which is to not turn the bone ogre into a "real" champion but still give it traits when it

It is likely considered to be working as intended. Do you have any examples of turn-based strategy games that handles this differently?
I don't think you can play completely alone on sandbox (random) maps, but if you set the world difficulty very high (that's the monsters) and the AI very low I think the AI will be crippled the entire game.
There is no mod that does this.
There is like one strong quest that spawns a monster on the world map as you accept a quest.
It is unreasonable to expect support on a modded game. They have plenty to deal with in the un-modded game.
