1.5 was released on November 25, so you are probably running 1.5 game. This problem has cropped up several times, and I don't think anybody truly knows what causes it. I've been able to reproduce the effect a long time ago, but these few tests I've done recently I've not been able to reproduce the level 9 village bug.
Yup, had this happen to myself as well. I do enjoy rotating my buildings for maximum prettiness, don't care to change my build selections until it gets to the right angle.

Deorcnysse is bugged in the beginning of the game... if you can take the city when it is level 1, the city will function like a normal city. Problem is after the second turn it moves from level 1 to level 5 to 7 depending on the grain output on the spot. Thus, the city avoids catching the city ability requirement set in the core abilities at the prereq for level 1. Now, I've tried to create a work-around for this city, with partial success. I never had the opportunity to play WoM. From the videos that I did see from it I thought it was an interesting approach to a game and I see a great game underneath the hood of that framework. When a wonder is destroyed it does free it up to be built again. Similar to your one-of-a-kind faction buildings.
There are elves in the game... the Quendar are blood elves and described as such in the lore.
I see a lot of these things and I can help but think about Maximum Overdrive... I'd be excited to see this happen, but there are quite a few limitations at the moment. First the FAA has to change some rules for these things to be usable in the first place. Also, not sure it will be a cheaper way of transporting goods to homes.
