I believe natural leader -100% of units recruitment costs, cruel adds 50% to the recruitment costs. So, really you get heroes at half-price. I like this idea and I think that this would be a good opporutunity for one of those random events. Untamed Lands: The untamed lands seem a little less tame of late. Spawns several monster lairs.

Since you have these wildlands and a robust monster environment, could you make a sandbox mode to play without other factions. The victory condition is to clear the land of all wildlands and have an event where the wildland monsters start to rampage the country side after so many turns, bringing the fight to you. I think that this is a unique feature that you can have with your 4x game here as with this mode you can showcase your monster environments even more.

World events: Muddied roads: No bonus to movement on roads. Unnatural Fog: Vision is reduced by 1. Forest Fires: Random Forests are destroyed. Makes wolves go on the rampage. Invaders from the West: A invading army spawns by the ocean tile and rampages.

I perused the debug.err file and found that it does not detect my video card correctly. I know that dxdiag does not detect my video card either, this is due to nVidia's Optimus technology. http://dl.dropbox.com/u/75549875/FE%208-23-2012/debug.err shows I have an intel graphics HD (which I do) But I use an nVidia GTX 555M, 3 gig video ram, latest drivers, etc.
When renaming units / cities, if you use the arrow keys to navigate the renaming, the camera also moves in the background. I think the camera should remain stationary when navigating the renaming with the arrow keys.

My first impressions were graphics were okay, and I wasn't necessarly excited by the graphics. But then I thought about it some, and that this game looks like a canvas picture come to life. I have found 3 level 1 heroes (playing a Tarth) with one of my gameplay and I had only 3 other factions. One faction already had hero and so there were at least 4 of the humans factions. So it might be bad luck on your generation of the map. Sorry no pics to show this off (or a save game), if it happens again where I can prove it I will post a pic for you all.
soil sounds good to me as well, but "topsoil" maybe a better choice instead. This is where most crops can be planted, without the topsoil very little life can grow. Soil itself refers to any number levels in the earths crust. The top-soil presents the fertile land.
I agree about a name change to the food/ grain system. "Fertility" works fine in my book. It allows one to possibly imagine alternate crops to feed the populous. But leaving it the same to avoid this fertility confusion may be best.
One can still do the infinite movement bug. If you click on a square next to you and you begin to move, continue clicking with the mouse button and you will eventrually instantly warp to the new tile. The fog of war doesn't update, but you can navigate the unexplored region. The region will show up once you do a legitimate move. (Note: I was playing Tarth when this occured)
If you right-click to move to an adjacent square, and right-click again onto the target square just before your unit moves to that square, it will warp the unit to the square and not deduct any move points. It doesn't update the map when you do this process as you can see with the picture below.
