You are both making points that are too abstract. The total size of the map needs to be the determining factor of how many city points are reasonable. If you want a massive civilization, it needs to be proportional to the size the map you have chosen. On a large enough map having 10 level 5 cities and nothing more should be the minimalist strategy that Sethai is arguing for. Bellack would probably have 40 cities at level 1-3 and one level 5 city. I vote Zone of Intelligence. We don't really control it just because we know what is there. And Fog of War doesn't make much sense if we are not at war. I guess I can be interested in this on a semantic level.
Can we please get some new dev posts? This one is probably the only part of the game I have little interest in. That is very interesting. I feel much the same about RO2 reaching a brilliant middle ground. Let's face it, the kick-back from RO1 was so ridiculously unrealistic. The only problem I have with the new version is that my SV-40 started at level 25 as did a few other guns. Kind of makes it too easy to shoot. I think a hard reset of the XP should be done, but no one seems to agree. The thing would be to add a little more kick to every gun, but that my friend s a slippery slope!
How about a monster that you feed rebel citizens. Maybe a sacrificial altar that give mana every season at the cost of one virgin. Or maybe a pit full of detrivores that you can feed freshly ground prisoners to, allowing them to lay eggs in the meat. eventually producing dozens of creatures you can use as soldiers.
That is bad news. I guess I'll wait to get BF3 until next summer.
I think another problem to address is the size of the game map. Nothing has been said about allowing more cities for larger maps. The greatest problem with the previous attempts to balance city sprawl have totally ignored this. On the largest possible map my computer can handle I should be able to have at least 5 level 5 cities, 12 level 3, and maybe 20 level 1 cities just to cover 1/9 of the map. This would be a moderate sized kingdom and should not incur a very large growth penalty. </
I like Red Orchestra 2 too much to even think about another game. Please post the IP if you guys end up buying one. Steam Christmas Sale might just change my mind.

You can name any city.
Idea for a random event: A large comet falls from the sky and destroys one of your cities. In the wreckage you find a magical ore not before found in this realm. You craft the ore into a weapon of your choosing. It is basically all powerful, a decent exchange for the city that was destroyed.
So it is the same as people who study magic in this dimension. They can totally understand how it works, but lack the ability to use it. That is pretty much what I imagined for the "wizards" in WoM. Basically just old men with staves until I come and grant them my essence.
