The Blizzard_Ability spell differs from the standard Blizzard spell in that someone mistakenly used the "Cooldown" tag when they meant "CastingTime." The effect is that the Blizzard spells gained from a scroll or from the Rituals Tech can be used on turn one in tactical. Quick fix really.
The range for bows is currently defined in the weapons file. This tag is meaningless unless it is in the spell file. I have tested this to be sure. That means you need a spell for each type of bow to define range or just make every bow have the same range. House's Call.

Try reducing your settings on the desktop to a low resolution. This tricks the game into using that resolution. It makes things faster. I do this every once in a while in the late game. Are you in the beta? There are so many more spells than this already. Mages are by far more powerful than any other class... Ex: Mana Blast does 10% of your total Mana in damage to any unit. Saving 1800 Mana allows me to instakill any enemy unit. Magic needs to be nerfed quite a bit.
Do you mean level 2 and 3 for heroes? There should not not be a huge difference at this point. Werewindlefr is handling most of the hero leveling choices. The current effort is make the later levels more meaningful. We will of course make the early choices more interesting. You will notice some new paths at level 7. Try using a high quality uninstaller program. They sometimes can get around these errors. You might want to do some system maintenance as well. It could be your registry. Also, this post belongs in FE Support. I am sure one of the support staff can help.
