At the moment, the tech trees are still not final. In beta 3, the Magic and Adventure trees have barely anything in them, and Sovereigns are completely unbalanced. So, it's possible to win with an overpowered Sovereign not building any cities, but not because of the tech trees. They're supposed to get more fleshed out in Beta 4, so we'll see. But, basically, it's too early to tell.

Frogboy, are you likely to add modding functionality as requested from the mod beta? For example, I'd like to be able to have quests of the format: "Monster has %chance to drop item, item starts quest." Currently, this doesn't seem possible as all quests are of the "Go to tile, get quest, go to spawned tile to finish quest" format. Would you take these kinds of requests during Beta 4, or are these locked until release and you'll look at them after?
In the early talks about modding, I believe the intention was to expose the AI in Python so that scripters would be able to mess with it. However, stuff like changing the game into Hex is basically an engine re-write, so don't count on that at all. Resources should just be XML based, so in theory can be added easily.

The main difference between building from city and building by clicking the tile is that if you build from a city, it takes up build space in that city. If you build by tile, even if the tile is adjacent to the city, it won't use up any city build tiles. This basically makes building them from the city obsolete, since build space is finite and why waste it when you don't have to.

Well, they also don't have that much money to just buy the IP outright in most cases. They tried to "license" some in the past, but it never worked out because the IP holders' lawyers just wanted too much. Edit: Also, with existing IP there are already expectations from the players. See every game that's gotten "revamped" upside-down. With existing IP, they have to conform at least in part to what's already there. With their own IP, they can do whatever.

Well, my suggestion is improbable because it already got shot down. The initial consideration for a resource system allowed for extensive item creation. Mine iron, send it to blacksmith to make a sword from, send sword to an alchemist to enchant with some gems, so on so forth.
