As things currently stand, units don't even have strengths and weaknesses to given elements - so while I personally like the ideas being presented, I am not seeing how it would be implemented. Units only have attack and defense, hit points and movement speed. With such limited stats, how do you make a unit resistant to fire?
I think the reason they don't just settle this and make it an option is because it is not like a victory condition option which can pretty much be handled by if this option is enabled go to this bit of code and if disabled don't do this bit of code. It seems to be a very central part of the game design, and (my opinion) it seems like it would take major (read: almost programming two separate games) to provide both options. Actually the Civ games and others do have "pollution" or after nuclear weapons/power plants there is even radiation that needs to be cleaned up. What fear based spells? The ones that you have made up in your head? Even if there are fear based spells, I think it would be consistent for the sovereign to be immune to them. I can see why you want rez spells etc for the sovereign you are seeing the sovereign TOO MUCH as "just another (albeit powerful) unit.
