It depends on what you are optimizing. Performance then it is probably best to go for large. AI then I would want you to optimize medium. I mostly play medium because I find large has too many cities for me to micro manage. I like to top out at around 10-12 cities at most with roughly the same number of outposts. So in the EU there would be nothing they could do to stop you selling your account then? That is the only way i can see to transfer games, and then it would be an all or nothing deal.
Emperor_Nero have you tried switching to offline mode or disabling updates for Civ 5? Both of these would solve your problem

IIRC Start Steam online (yes I know this is the sucky bit, you have to authenticate your account online before you can take it offline). In the options top right select restart in offline mode. Steam will now be offline until you restart in online mode, including when you restart that computer.
