Sad news indeed and my thoughts goes to you all that got hit by this.
Well 4.0 is a bit low i think,sure it has issues and all that but we have Devs that do listen and make patches and try to improve the game. If it where JOWood or EA or Cryptic then we would just be left out in the dark. Still the game is far from what you could expect from StarDock but this has been debated here in many threads before. I would give it 6.0-6.5 anyway.
Its true that you can't build citys on a exicting road or resource,the square you gonna build on has to be 'empty'.

Yes the terrain should have impact on your cities development and progress, and im thinking that you should be able to build atleast 1 farm without having the fertile spot in each city. As you say most cities now are just carbon copys of eachother.

The CTD when alt+tab'ing,and the OOM that leads to that Elemental stops responding. In one word,Stabilty.
HOOM3 is the best one in the series imo,if you have not tried it you have missed alot!

I had a similar thing happen just now regarding dynasties,i had a total of 4 kids but non of them where showing separatly in the dynasty window. All 4 + the 2 parents where in the same first circle,no lines going down just a circle with blurred grapichs....
