Cant build citys over roads ?

So here is an issue computer built bunch towns and alot of roads there terrioty land is filled with roads and there citys are wiped out, but I cant seem to build any citys any where in there landscape due to the roads being there any time there is a road it says that you can not place city over a terrian that has improvemnt or some silly ness thing, that seems to include roads as a improvment ?

Its true that you can't build citys on a exicting road or resource,the square you gonna build on has to be 'empty'.

Confirm. Sounds like a buglet to me - after all, In Real Life (as much as that's worth) many cities were created at road crossings...
