One other thing to check is to make sure any heat sinks/fans are firmly engaged with what they are cooling. I had an issue similar to this years ago, that turned out to be a heat sink that had just barely come loose from a chip (wasn't the CPU) on the motherboard.

Some people have had luck with uninstalling redownloading and trying again as well. Not sure if that works with the Steam version, but it is a typical work-around for us non-steam players.
