Thanks for the Diplomacy upgrade, it really was the only thing about the game that seemed out and out broken. Can't wait! For this or the new expansion.
Have you tried playing with auto-turn not enabled? I know back during beta when I turned that off, my number of crashes reduced significantly.
K, I checked, you can absolutely place on buildings on tiles that did were not good for starting locations. That leads me to believe that you are being blocked from building on those tiles solely because they are too close to other cities.

Most likely any other spaces are too close to other settlements. Either that or sometimes (though it doesn't appear so in this case) if there are swamp tiles you will need to cast the spell "Raise Land" on them before they are build friendly.
Could be either the Fallen Enchantress or the steam app hanging. I'd try opening task manager and manually killing either of the two or both of them, and then trying again from there.

I like the idea of ranged units losing attack, but maybe just for one or two rounds if webbed. Think of it as time spent cleaning up the web goo.
