Take a look at this old post of mine: https://forums.elementalgame.com/438100/get;3293180 The basic problem is putting all your heroes in one group. The levels do matter but not nearly as much as just not grouping them all together.
You'll also want to make sure you have "Use Mods" turned on in the menus if you want to use sjaminei's change.
You have turned on "smart colors" or something similar to that. It shows color as it relates to your relationship with them. Make sure that is off and each faction should be its own color.

The problem is within the save game itself. During save, the xml for the game is saved into the save game. Basically once corrupted, that file is always corrupted. This method is what lets you finish older games even after patches. All the xml the save game needs is already in its file, the only way to use new xml is to start a new game. There is no validation/fixing of save games. Validation only checks the game files themselves, which a save game no longer needs. To c

You defintely will NOT be missing out on anything. There are not multiple versions of the game, just multiple methods to purchase it. Oh and also, Stardock is the distributor as well as developer, and also are not part of Valve. Stardock just uses Steam, similar to how Firaxis with Civilization V uses Steam. Cloud sync off helps, I'd also recommend auto-turn off if you are still using that.
In steam settings, under the "Interface" tab, there is a box for "Run Steam when my computer starts", so it is pretty easy to not have steam start up every time.
City Zone of Control definitely will flip outposts, although I'd agree that special code should be put in place that if they occupy that tile, control should be held as long as you stay put.
