So the short of it is that after .981 I've been modding here and there. Mucking around adding a couple spells, new weapons, heroes. I had previously worked on some custom factions like for a D&D type conversion mod. But not totally sold on the idea. Recently I decided to expand on the abilities. Yeah. Also you win a battle and standard buttons for equip/trade come up but you get to that screen only after you deal with this other popup.. have had it all happen.

You could make the requirements be either a ton of mana, cost a shard, or cost a lot of crystal in addition to a ton of mana. Or sacrifice a magic item of rare or greater. Or population if you're an evil tyrant and don't care. Could also cause your sovereign to be immobilized for 10 turns. Along with a cooldown of that many turns. Prestige is a good idea too, making the stockpiling of it even more important.

I disagree with scouts being useless. And no not talking about master scouts either. It's a pretty darn cheap unit at the beginning of the game. really low wages and can reveal the map. They can get creamed by armies and big bad lair monsters. The Idiocy of the monsters I can't help. Darklings love to clobber them while last game I was able to waltz past a death demon and his army. Death Demon. You heard me right. WTF indeed.
Retire would just work for the game you're in (but if you start another game they're baack ). Deleting them from units folder = gone for good.

It is exactly like Tudjy says. Also - *Other treaties like trade/ tech treaty work well to improve relations over time. One other thing, if you click "Govern" button then "Foreign Relations" tab, click on Krax it will show you all the modifiers and break down why they love or hate you.
