I think you need to contact support. There's really not too much involved. It just adds some files to your user directory. Are you running the latest version?

There is nothing wrong with "city spam" per se. The problem with it is that right now, in 1.09, city spam is the most effective tactic for the game. City spam is caused by: 1. It costs basically nothing to found a city. 2. It is the most effective way to gain access to resources quickly. 3. It allows you to out train your oppponent. These are the 3 issues IMO that have to be addressed in v1.1.
I am convinced. Which console should we be making games for in the future? :)
It's all going to be moot because in v1.1, you can store mana.

Impulse is a download manager. It is not a DRM service. Digital. Rights. Management. Impulse is only interested in letting you download your games and software. Once installed, you can remove it if you'd like.
I agree with your points. They are all things on my list too to make better as well as altering the game rules to make the game mechanics less easy to exploit.

To put things in perspective, I worked on GalCiv pretty much daily from 1993 to 2008. Elemental is something that is going to be part of our core game line for years to come.
You guys do realize that you're asking Stardock to make a guide that in the Civ V universe was created by a modder right? Is there a Firaxis guide?
It all depends on ones motivations I guess. I make games largely because I like being part of gaming communities. That's what got me into making games in the first place and why I spend a disproportionate amount of time here. It's why I buy games when they're new. I like being part of the community in question when it's at its most vibrant. Someone can pick up Galactic Civilizations II for much cheaper now but holy cow, was GalCiv2.co

Elemental is a finished game and that is why it is $49.95. The people who have a right to grumble would be the people who pre-ordered the game or were people who purchased the game in the opening days when there were serious technical issues with it. Someone who wants to wait for the game to be discounted can certainly do that. But they won't be getting the free expansions. :)
