There's supposed to be a v1.09E this week which combines v1.09 and v1.09b (the beta) into a single release with some fixes in it. V1.1 (v1.10) won't be out for a few weeks still as it is a MAJOR change. v1.05 to v1.09 (v1.05 was the day 0 version) were maintainence updates.
Yea, one of the big things I'm noticing in our internal v1.1 build is how much the population as a resource allows the player to control the pacing in the direction they want it to. The reason for this is because in v1.1 you can build multiple barracks, multiple workshops, multiple studies, etc. But all these things require people. In Elemental v1.0, the player really doesn't have a lot of say over the progress of the game, it just boils down to capturing resources
Ive been thinking of requiring food to construct an outpost. Thoughts?

That is very interesting actually. Can you do me a favor and look at your debug.err right after such a battle and look and see if it says anything about missing annotations? That is what causes those pauses but there shouldn't be any missing files but that's what it sounds like to me.
I'd rather see gates be something anyone can use and become strategically valuable.

It's random. Literally. That's part of the problem is that I think we need to have a minimum distance based on map size. We don't want players to be able to count on opponents being far away but if we have the extra space it would be nice to have them not start so close.
Personally, I would prefer to have a tech that allows players to find Moon Gates or something like that. But that would be some thing in the future.

I will say that most of my AI work is being reserved for v1.1 as I've done so much surgery on it since release. But v1.09 fixes some bugs in it (v1.1 by contrast is a major overhaul of the strategic AI system).
