AI is only using None (0%) / Low (10%) / Normal (30%) / High (50%) Tax Rates.
It does not use Brutal (70%) / Oppressive (90%) Tax Rates, or modded TaxRateDef, even when they are between the 0% to 50% spectrum.
The AI should be able to use all the Tax Rates to start with, then the algorithm should pick the right one. Nervos belli, pecuniam infinitam.
