I think you are misunderstanding me. If it's a daily deal, there should also be a price change for previous owners as well.
You are misunderstanding the point of Stardock (or any publisher) have for participating in Steam's Daily Deal program. They're not cutting the price of their game to gin up sales, they're offering a limited time discount to attract attention.
At this point, they've likely given up on ever selling LH to you or anyone else who bought FE at a price that makes it worth their while. The Daily Deal isn't about getting FE owners to buy LH. It's about getting people who never heard of WoM/FE/LH to give the game a look and maybe buy because it looks interesting and $15 isn't that much.
If you're waiting for the price to drop below $10, you're not who Stardock is targeting with this sale.
And their reason for doing so matters, why?
A lot of customers have kept their distance from LH simply because they're bothered by the weird way its set up, in terms of doing the funny pricing thing rather than just making it an actual expansion. Stardock being unable to handle the Steam sale properly just adds credence to those concerns, even above the inherent problems like being forced to buy through Steam and not say, GOG.
The question is not, "Why is Stardock participating in this sale?" The question is, "Are the customers who wait for sales valuable to them?"
You have suggested that the answer is no, or should be no.
