Custom faction not using custom units, why?

I've made many custom factions, and many custom units, however, this is the first time a faction never once built a unit designed for it.

What could be the cause of the problem?

It could happen if they were designed with gear the AI hasn't researched. That's my only guess.

I have loads of unit designs for the faction, many of which uses starting gear (spear, shield, etc) :/

Does it have anything to do with this line:?

I think I figured out why.

I didn't realize "Retire" button actually removes unit from the files, and since I retired the early units, they are all gone
