Gentle Rain is not updating when the essence changes (Choosing the city upgrade oracle or building a scrying pool) of a city like all the other city spells do, that give bonus depending on the amount of essence.
The spell is missing the "<HasUpgradableValue>1</HasUpgradableValue>" in the calculations.
