So again I've looked at the waterfalls and given the height difference between the river and the ocean, I've done another version of the waterfall.

The particle effects are still able to move when one raises the land around the waterfall causing a less desirable effect. I've thought about this for some time now and I note that when I designed this waterfall tiles, the tiles all don't raise the same amount along the cliff face, but the particle effect all do... no mater where they are located. It is like they are anchored at the center of the tile and depending on that height depends on the height of the particle effects. This leads to the problematic stargate look to the waterfall.
Would it be possible to have the particle effects gauge their height depending on the land directly below the center of the particle effect? Similar to how the models are done. This way I can design a waterfall effect that will look good whether on a cliff or when raised-up. I know this is low on the list, but it would be a permanent fix to a particle effect problem I've been having
