If you have the Defensive faction trait like Kraxis or a custom faction, you will not get one-handed versions of the magical spears, Ice Spear and Lightning Pike. In fact, you won't even get the two-handed version, they just disappear completely.
Did you reach arcane weapons tech and not receive them or do you just not see them in the tech tree?
Haven't had time to play through a game yet in .75, so technically just don't see them in the tree. Good idea though, I'll make sure to check that.
You are right, they aren't showing up in the Tech tree. They actually are unlokced though and you can use them. I'll fix it in the next patch.
I was able to unlock them when I checked, however, I didn't see them on the tech either... will look into it
