I'm playing a game with the spell of making victory disabled, but as soon as I started building the towers everyone declared war on me. They shouldn't care (as much). My relations took a -9 hit with everyone.
Just because Spell of Making isn't in the game doesn't mean everyone all of a sudden forgets about the elements to make it. Think of it as a long term fizzle. The ai doesn't know it's going to fizzle it just knows you are trying to create it. It should remain in the game that way to keep the AI on its toes and after the humaan player. Nothing to fix here.
