[1.02][Bug] In tactical combat, enemies stop moving

I had 4 mages in my army and I moved them into the back corner in the tactical combat. When I did this the enemy army, which consisted of 3 juggernauts, stopped moving when it was their turns. I'm guessing that this is because they were targeting the unit in the back corner which they could no longer reach?

Here is how it was basically laid out: The Ms are my mages and the Js are the enemy juggernauts. The bold M must have been the target for the enemy, since it was my wounded mage.

The juggernauts moved for their first turn, before I moved my mages, but did not move again after that once my mages were in the above formation.

I saw this several times in the campaign in 1.00 when the unit (the early spearmen in that case) was in the second line and attacking units could not get to it. They kept passing their move while one tile away from my front line and my archer hero slowly filled them full of arrows. (Entirely repeatable cheese by the way.)

The tactical AI needs to seek alternative opportunity targets when it can't attack it's first choice.
