Hi Derek - same outpost as before. Not only does it not have roads, the warden and stables upgrades are clearly shown on the strategic map (I had upgraded them) but when I review the upgrade screen, nothing is built. You can use the save in OP to review.

Here's the shot showing the upgrade screen which indicates there's nothing upgraded on the outpost.
