I have seen some talk about custom factions how do I make one? I can make a custom soveren.

Go to New Game
And create Sov.
Up on the top right of the create sov screen should give you a button to create the faction for the sov.
This was in the workshop before. So I assume it will be there again once that option is opened up to us.
