On the next turn, those two items will auto-swap and my pioneer will be first in the queue followed by the resource building
Seen this too, very annoying.
Hate when my building queue swaps around.

Experianced this myself. At first I thought that I had just not ordered them properly...so I 'reswapped' them; only to find that they auto-swapped again...
definately a bug.
