[.952 bug?] AI cheats - outposts too close together

The human player isn't allowed to build outposts too close together - they have to be 3 tiles apart. But apparently the AI can put them right next to each other, as Kraxis did in this game:

I also have seen similar in several games and it is the ai doing this. I have seen two outposts beside each other several times and also outposts with only one tile between them many times.

I put an outpost down and the next turn, the AI put one down directly next to it and manager to take both resources I had wanted with my first one.  To me that should be an act of war!

Yea, even more annoying when they pop down an outpost right next to your own outpost, grabbing you resources by cheating

Even if that were the case, the AI should still not be able to build so close together.  Human players cannot build within 3 tiles of any other outpost, regardless of who owns it.  The AI should be beholden to the same rules.

No, both of them were built by Kraxis. Being so close to my border, I saw them being built. All the other AIs were far away.
