Notice how the border creep out like that, its really weird and persists through my own saving, quitting the game, opening the game and loading the same save file.

Yeah it's really weird, saw it happen in several of my games. I guess I didn't think too much of it, reminds me of starbases from GC2 and how influence could make for some craazy shapes.
