I saw this little bug appear in a game. The AI cast inspiration twice on a city (the spell is supposed to go only once per city). It was listed as Inspiration (2) in the city details screen.
I THINK this happened because the AI had recruited a champion the turn before, and in the new turn he was then going to cast two spells at the same time.
