Cannot Run Installer

I reformatted my computer (Vista x64 Home Premium, fully updated) and waited until beta 3 to install FE.

I've downloaded the zip file. When I attempt to install the folder the installer is in stays in perpetual "busy" mode. I left it going for an hour and nothing changed.

Any advice?
