Yes that's all fine and dandy but the point the OP is trying to make is that you don't know that in-game, in real time, as it's happening. Do you really want to have to alt-tab out of the game and open an XML file to figure out what an effect does?
oh - I agree 100% with the OP and was not trying to suggest anyone review that file by hand... I just figured someone may read this thread and want to know what the spell did and wanted to offer insight into that - sorry I did not make my intentions clear. I offered the file as a way to validate my statement and express where I found the info - not as a suggested alternative to tooltips 
I do think if the description in the file will be what is going to appear in the tooltip, It should be changed to clearly state that the player may lose a turn (as I am not sure everyone will intuitively grasp that stun = lose x turns).
