The master level air spell celerity gives +1 initiative for 250 mana and 0 maintainence.
It specifies that it permanently increases initiative and it specifically and explicitly states that it can be cast on the same unit more then once.
However, trying to cast it on my sov a second time gives me an error saying that I already have that spell cast on him.
Also, if it permanently increases it really should be in a different form (say, like the feats you gain on levelup) so it doesn't clutter the cast spells menu and so it cannot be dispelled. (unless it is meant to be dispellable)
