I saw this behavior in a brand new game (1.06 with the hotfix). The AI just walked around with its pioneers like it wanted to colonize in my land but couldn't get in as there was no non-aggression pact. I think its something to do with the AI trying to colonize at a point behind your territory and when it cant path to that area it just stops moving the unit.

no its reseting to 97% because currently the infinite research doesn't scale well with ultra large cities. I'm pretty sure this feature IS broken currently as once I had 8 or so cities I noticed I was insatntly getting tech upgrades. Probably because so much tech is missing from the current beta.
A road should never have fog of war within a one tile radius simply due to the fact that any road would in theory have travellers. Guard Stations (early researchable tech?) along a road would provide basic scouting and so roads should be revealed.
If I recall correctly the maximum number of kingdoms is 32 therefore there are fewer playable factions than kingdoms.

Agreed actually this can be played off as a race adavantige since a coast will always gurantee you one less land route to defend.
Hmm, yep I've got this here. Same problem - Win7 X64 (Technet) RTM version. This happens to Elemental when you pin the program to the taskbar and launch it, alt tab out and then click the pinned program icon. The only way back into your game is to alt-tab this should be fixed.
The cloth map should reflect the sphere of influence of the owner. The current dull brown is fine for the wastelands / non reclaimed areas but it would be nice when a player has used there essence if the cloth map reflected the race some (IE the fallen soverign builds a town the towns sphere of influence turns craggy/dark gray to reflect the owners alignment). Just a thought to brake up the sheer monotony of the cloth map currently.
I like this idea but personally I'd prefer the system to be a right click and hold for a line and release to give the movement order as double clicking would be an abnormal move system.

I say you pick it up in the condition you found it. It makes no sense for an item to lose an enchatment simply because the item is now used by a diffrent user. What WOULD be fun would be an enchatment that somehow effects a non bound user (enemy picks up weapon, uses it, kills someone, enchanted weapon kills user). Also on large battle fields the corpses were frequently left to rot at which point looters would come by from the local population and then said items would enter the local economy

You could give full control permissions to the everyone group on your folder containing Oblivion which should fix the problem (you may also need to do this for the specific file in the %appdata% folder that's relevant to said user account) To give full control permissions right click your oblivion folder hit properties from there goto the security tab and just locate the everyone entry check off full control.
