Under faction customization screen, one can create a faction with "regal" attribute for 1 pt cost which offers +10% relations with other factions. For -3 pts, one could also select "distrusted" attribute which results in -10% relations with other factions. By selecting both, your faction suffers no relations benefit or gain but obtains 2 extra points to select other attributes. I'd suggest that "regal" and "distrusted" be mutually exclusive.
