Under faction customization screen, one can create a faction with "regal" attribute for 1 pt cost which offers +10% relations with other factions. For -3 pts, one could also select "distrusted" attribute which results in -10% relations with other factions. By selecting both, your faction suffers no relations benefit or gain but obtains 2 extra points to select other attributes.

I'd suggest that "regal" and "distrusted" be mutually exclusive. You should be able to choose one but not both for your faction.

Furthermore, the point cost should be balanced. (e.g. "Regal" could cost 1 point while "distrusted" could cost -1 point.)

As both are not mutually exclusive by nature (unlike being Lucky/Unlucky, pretty/ugly), I don't favor them to be mutually exclusive.

Regal: +10% in Diplomacy, costs 1 point.

Distrusted: -30% in Diplomacy, gives 2 points.

Weaknesses/flaws should be really that and not just "free points for the min/maxer". Hell, in Legend of the Five Rings, the disadvantage of "Dark Secret" goes from 5 points (lots of trouble is discovered but could survive) to 10 (dead man walking). Considering that Elemental isn't an RPG (with a Master to enforce roleplaying those "little" details), the "pnushment" factor should be a bit higher. And it's not like the player that won't care about Diplomacy in his game, isn't going to get free points anyways with Distrusted.

Penalties and Bonuses that give the same effect (in reverse) in the same amount, should cost equal points.

That being said, this is a balancing thread to a beta that has been declared nearly all "placeholder."

While Death Worshiping, Arcane Lore, Scholarly, and a few others seem like cool Racial choices, a few seem rather simplistic or even facetious.
