I think there was a scientific study in the last few years that proved that so called multi-tasking was actually the human brain switching between tasks rapidly, rather than actually doing multiple things at the same time. So when you're checking your emails you aren't paying attention to the road. As for allowing access to more features at low speeds, you can still kill someone at 10mph or less. Last Night I finally actually caught that darn cat. 3) There is actually a better staff (Hailstone Staff, 12 Cold Attack -6 Initiative) in game, but it's part of the equipment of a recruitable champion, a female Mancer Mage called Ritressa who I could pick at the 200 Fame mark I think.
One thing to add with Roads. If your Sovereign or one of your champions takes the Commander path then there's a first tier ability that lets them build roads in the square they are in. It seems to cost no resources and is instant, so you can have them running around laying roads in every square they move into, which can be handy. Though you have to remember to do this manually and only move 1 square at a time, which can be a pain. Hope that helps.

I make my choice based on who I'm playing and who I feel they represent. So for example I just finished a campaign as Warlord Verga, so I chose Warrior as it fits his backstory. One feature I'd like to see is the ability to get up a larger minimap like the Galaxy Map in Gal Civ 2. Just to get a general idea of where everyone is and whose territory is expanding. I know you can get something similar by zooming out on the main map, but a simple colour coded map would be able to show the overall picture at a glance.
