Good idea really. I would offer another possible solution to the Level(s) issue that could be resolved by having the Spell do damage to more Targets as it levels. For ease and simplicity of use make Essence regen be tied to "owned Shards", whether Pioneer captured (.5x) or City encased (1x or 1.5) based. This would encourages both early scouting (dangerous) and City based (safer) at (1.5x) per Shard. Shard types don't matter in regards to regen, but it still matters to which Magic spell types and the need for certain Shards to be owned to cast said spell types. <

Placed a City near a Fire Shard. The City was built on Fertile land. Never could get the Fire Shrine to place, despite being available on the pick list from turn 3. City was grown to Level 3 with a Magic. P.S. A reload, after a crash, allowed the Fire Shard Shrine to be placed.
Except the are listed as type "Strategic". Perhaps in Beta 3. ;)

I still like the idea of Merging 2 Towns a (L2 + L3) to create a L5 City. Any merger can only be done when the borders of 2 towns meet, say 4 -5 adjoining tiles and you have acquired/stockpiled the required Food to handle to new City size, based on the new merged Population #'s. As it is now, I can drop 2-3 Hamlets pretty close early but they always remain singular in nature. Merging would be an easy way to
