Are you using the human or fallen sovereign model?
A full screenshot showing city level, free space, what you're trying to build, etc would be more helpful. There are many factors that go into tile availability.
A savegame to reproduce this would be helpful.
It's an old, known bug. The problem is that the borders expand around your unit, and the game fails to teleport you to the nearest border when you decline war.
The savegame would be helpful to determine just which techs are there (to tell if it's just things being displayed that shouldn't or if you did indeed get research that should be unavailable).
If you're just looking for early play and aren't interested in really beta testing, we generally advise against joining in at this point in development.

Yes, there are currently some bugs involving champion parties or level modifiers not being accounted for in the asked price.
This is fixed internally.

You'll be able to do that if you like, though as it'd basically be a mod I'm not sure how it'd play out against data integrity checks for rated multiplayer.
Hotseat actually requires as much or more work than standard multiplayer, as you've got to account for differences in diplomacy, combat resolution, switching which faction the player is controlling on the fly, etc. And there are fewer people who would use it compared to standard multiplayer (even more so since as others have said, we typically allow multiple installations in the buyer's home).

The distance you can build from the city center is limited by the city's level.

City walls can break if you leave gaps or holes in your city layout (known issue).
There were some server issues over Saturday night-Sunday morning. Does it work now?
Neutral factions/cities are in but disabled in the beta.
