If you're having font issues, try rebooting your machine. Sometimes windows does not properly register fonts right away.

As your video drivers are dated 2009, try updating to the latest 945 GMA drivers on intel's website.
Are you out of space? The nameplate hovering above each city will show remaining tiles with a building icon.

Any information about your mouse/driver may be helpful.
Are you in city build mode when you do this? By default the game will zoom in on the city and stay there if you've got the build menu open, but you can toggle city zoom in the options.
Try rebooting your machine, it's possible that Windows is not recognizing the new fonts immediately.

I believe that setting only applies to centering on off-screen units when they're selected.
I believe there was a fix in last night's update to keep huts from spawning on mountains or hills, which should solve this.
