Spells cannot currently be cast on the main map while inside a city. If you cast the city enchantments from a tile adjacent to the city, that should work. Teleporting also requires that the caster is leader of any army he is in.
We have a list internally, but right now things are moving too quickly for maintaining a public list to really be practical. Based on past experience, people don't tend to check those sorts of lists anyway, but that's just as well since additional data can only help us solve the issues faster.
Check that you don't have any firewalls blocking the game.

Is he a different race from the faction you're using? If so, which ones?
Thanks for posting. Nice long debugs with varied things going on like this should definitely help us track this issue down and put an end to it.
If you can download the whole thing, try doing a full reinstall via Impulse. Sounds like one of the files is damaged.
Cities are free to move through, so if you're giving him a path that would be quicker using the city as a shortcut, it'll do so.
It definitely looks like something is going awry with the video driver but the devs will need to look at that to try to determine just what's going on.
Both of these saves appear to proceed normally on load here. If this happens again, make sure you don't have any units on autoexplore or long paths that are simply not using all their moves.
Some equipment is restricted to particular races/genders, but there shouldn't be any combination that can't use anything at all. Or was it only a particular one?
AFAIK you can't build improvements out closer than five tiles towards any other existing city, nor can you build on hills or forests.

Try updating your video drivers just to eliminate that as a potential issue. Your current ones are two years old.
Registering your boxed key to your account will replace your existing one, afaik.
There are three different farms in the swamp being threatened by trolls-- make sure you've helped them all.
You should get the base income from any resource in your range, but I believe they need to be within five tiles of a city in order to link up and benefit from any city bonuses.
