It's a tool we built for troubleshooting prior to the Impulse split. At least some of the Impulse support people are former Stardock support, so they're probably just used to using it (it still works just fine, so no harm in that).

Impulse is totally separate from Stardock's servers and has been for some time. The user you spoke to on the Impulse forums seems to have been confused.
