It's just plain silly. They patched in additional DRM, as if that's going to impact pirates who aren't using the game via Steam in the first place and won't even receive the update. It does absolutely zero but inconvenience paying users.

Your netbook is probably running 1024x600 as most netbooks do. GalCiv1 was fixed at 1024x768 resolution, so you'll probably need to set your desktop to that to get it to run (which means panning to see the whole screen). Unfortunately since GC1 didn't have a scalable UI, you can't force it to run lower and just live with a few overlaps as you can with GC2.
