Any more details you can provide about this (screenshots of combat summaries showing the wrong results, etc), or if you can reproduce it from a save would be helpful.
The Cedar Shortbow should be unlocked by the previous tech for kingdoms or the same tech for empires as gives the Cedar Longbow (both appear to be properly granted at present).
Install locations can be changed in the folders section of Impulse's preferences. There's also a toggle there to have it prompt for a location on each install.
Do you have a save that can reproduce this behavior?
The current plan with imbues and essence in the 1.1 magic system is that as essence will simply be either-or rather than a number, imbues will have a mana upkeep instead.

This is generally due to a unit on autoexplore getting hung up--moving any such units (often boats) manually to use up their moves should allow the game to continue.
I'd wager they're doing this because they're getting better yields on the high-end chips than they expected. They've got to mark down sufficient quantities to supply the lower-grade chips either way, so this gives them an opportunity to get a bit more out of those sales. As others have said, CPU/GPU manufacturers have been doing this for a while (marking down chips with minor defects, or even perfectly good ones if they need to meet low-end quotas). It used to be that you could enable

Are you using any mods? Old custom sovereign? What sort of enemies were you trying to attack? As I understand it, archers *can* miss under the hotfix, but they still deal max damage if they do hit (that remains to be addressed).
1C/Snowball will be doing an official Russian translation for their retail release, though I'm not sure what their release window is offhand.
