If you have your harbor built, then you can build a Transport like any other unit. Once it's built, click in the water to launch it.

I don't think you are looking at the balancing between Empire and Kingdom. Some examples: Empire civs don't need high level cities, because almost everything they can build only requires a level 3 city. While an Empire civ requires 500 pop for a level 4 city, and a Kingdom civ only requires 400 pop, the Empire civs get level 5 cities at 1000 pop vs. Kingdom civs at 1250 pop. I just want to add a couple things to what Stax77 said: 1. Be sure to use Caravans... a lot :) They can provide huge bonuses to your food production. 2. Huts (which is your starting "population building") are used to allow more people to live in the city, so the city grows. More information... the food bonus % provided by caravans is based on the distance between the two cities... the farther away the cities are, the higher the food bonus %. The food bonus % has no effect on cities that don't produce any food, so unless you just need a road between two cities, you should always send your caravans to cities that produce food. Except for special buildings from the Conquest tree, and the diplomat building, all Empire buildings can be built with a level 3 city. The special buildings require city level 4. The main thing I'm worried about is dumbing down the magic system. I'd rather see a more complex system, if anything. Another thing I wanted to bring up is people talking about the magic system being "weak." I think that has to do with most people using tactical battles, and the fact that shards currently aren't working correctly for spells in them. If the shard issue was fixed, and the damage calculation was changed so it wasn't 0-x, then magic wouldn't be weak. For example, assume a
