I recall a thread discussing the possibility of a moded persistent world.. I do not recall any official statement that it could be done or how.. just speculation as to it might be possible (and I am not sure if this was just us users speculating on it or not)..

Yes if you get a box and disk you can install and play elemental:war of magic single player off line without ever going on line.. however you will not get any updates or play multi-player (unless down the road custom servers allow for off line line play)..
