Yes, when you create a new game, your opponents will be selected randomly among all the available sovereigns, including those that you created yourself. You can also select your opponents by clicking on the "Customize Opponents" button on the third screen after clicking on the "New Game" button.

For this kind of game where you not only have bugs to fix and performance to improve but also a complex balance and AI to improve, quick iterations with a lot of feedback seems to be the way to go. At the beginning for me it's about tile yields. The first city that can get 4+ materials will be a fortress. Cities with 2+ essence will become conclave. The rest will be Towns. After the first few cities, adapt to what you have and what you need.

That doesn't make any sense as far as the price goes. In my current playthrough there are two level 7 heroes I can recruit. One is in an army with 2 mirror elementals (pretty weak units) and cost almost 500 gildars to recruit. The other one comes with a very powerful lvl 4 Slag (the slag is a lot more powerful than the lvl 7 heroes it is with) and I need almost 1700 gildars to recruit that champion. If I don't get the Slag why would I pay 1
